As someone who know about horse racing world since kid, i will answer Everyone question why this is not being realeased overseas. The answer is pretty simple licensing of the horse, as property of the owner, the owner can demand fee for people who use their owned horse if they want, so if this go international more money koei tecmo need to spend on just a horse licensing on million of horse name in this game, and by sheer number of how many horse racing fan's in the world and how uncertain will they buy this game or not, making this game available on overseas not that profitable and more risky gambling
According to Wikipedia for the last thirty years since 1993, the PC version of the "Winning Post" series of games has and continues to be sold only in Japan and thus the language (Interface, Audio and Subtitles) will only be in Japanese. Abandon any hopes of any possible future translation into any other language, even if there was a fan base following outside of Japan. It's so exclusive that even Steam won't allow my machine access to the Game's Steam page! I could try to find a free VPN that has a server located in Japan for free users to log onto (It's not so easy as it sounds) in order to try to view the game's Steam page but that's too much of a hassle for me. What a shame. It's a mystery why this game has been and will still be kept a Japanese exclusive game. It's not a hentai game with nudity in it and even H-games officially make it across the Japanese border with uncensor patches for non-Japanese countries! Why would Koei Tecmo keep this series of games hidden from the rest of the World? The official trailer video for the game can be seen on Koei Techmo's website. If you're a fan of horse training and racing sims who understands the Japanese language then consider this release a "Daily Double" win for you! Maybe it's even a big "Trifecta" win if you're such a fan and are of Japanese descent living outside of Japan as this could be a "taste" of your ancestral culture!
Certainly, as a Japanese, I see no particular reason for this game to be exclusive to Japan, but the fact is that Japanese people cannot play the game they originally want to play any more than this horse race game.
Some people might think that the latter part of what you said about releases of games from this series almost sounds like xenophobic "purity control" but I can appreciate it. It's sort of like in 1985 when the Coca Cola Bottling Company tried to change the original formula for Coke and many people hated it. So, Coca Cola brought back the original formula rebranded as "Coca Cola Classic" for the die hard fans and also kept the new formula around for a while for those who liked the new version (It was really for overall increased sales of Coke - That's marketing genius).
The link to the Wikipedia page in my previous comment also says that "Winning Post EX" was ported to Sega Saturn in the US. That port didn't affect anything with subsequent releases of "Winning Post" games in Japan, so I don't think that the Japanese people should have to worry about any possible future English release of a game in this series outside of Japan to affect any future Japanese releases. IMHO, they should release the games in this series outside of Japan!
I can never understand why Japanese always keep foreigners away from their horse racing world, even Umamusume had hard time opening oversea servers (to be honest, even I don't understand what's so fun about THAT specific game, either...) as if those horses are their spiritual animal or something...
Even as a Japanese, this game is a masterpiece that has been released for 30 years, so I would like to see it implemented with English subtitles only, so that many players will recognize it.
Yeah, I thought that the game got a WW release with english subs/UI they periodically release a winning post but only in japan, guess the style is to niche so they don't take the risk
