Like too many so-called "strategy" games, it's in fact a puzzle game. It means that you can only win by moving your character on the battlefield in a certain order, and do certain actions at a predetermined time. You WILL die, so you have to memorize the actions you have to do to win the next time... It's stupid. No strategy or freedom of gameplay whatsoever. There was another game like this released recently, but I forgot the name...
I actually managed to enjoy it despite it being a simple game. I'd argue that this game plays a lot like chess; you have your pieces and you must think turns ahead of the AI instead of just blindly killing them, because you won't get far if you play like that (death is permanent after all). Sure, there are certain ways to play each stage which lets you win (again, like chess), but you can try to figure out yourself what that "best way" is.
Oh I didn't know Rebuild, I might check it out. Well, I don't know, there are so many better turn-based strategy games than "Wanna Survive". It's true there aren't many with zombies, though.
Actually there is many game with Zombies but the problem is only few is can be rate as good or even the best for example is my favorite is Rebuild it's flash game but it's great
