On the f95 forums people were talking about this game downloading your google chrome data and putting it in a new folder and I personally saw that I was playing the game that the game would every so often light up in task manager showing in was connecting to the internet and doing or attempting to send or receive data.
I would recommend nobody play waifu fighter until those rumors are confirmed false and if you really want to play it then just lookup the cg gallery for the game or somehow disable the exe from connecting to the internet at all which might not be easily done. This game when you launch it has like 5 separate processes attached to it. in task manager and I can't think of any reason why a game like this needs multiple process to run.
Okay so I tried to see if the comment here was true. I opened it up in a safe space and started CMD with the following command: "netstat -b 5 > activity.txt".
This will make a log of all running programs that try to establish a connection. After that I started the Game and it opened 6 processes in Task Manager with the name "quizmingyue", after playing the first level, I stopped my CMD Log.
You need to press CTRL + C to stop the Log and then type "activity.txt" to open the textfile. In my case the Game established connections to an IP that is located somewhere in Virginia.
So yeah if you want to play the Game, block it via Firewall from sending Packets out.
Here is a simple Video, that shows you how you can block programs from connecting to the internet.

This game is a huge shitpost mostly against pro-matriarcy. It does have gameplay the HCG isn't that cultured but is sufficient. The only saving grace of this game is its over the top concept and story.
