I have finally worked out why this boots to desktop.
there is a Support Dir missing.
You need the following files.
GamingServices.
Microsoft.GamingServices_3.62.18001.0
Install these and make sure your Direct X , Microsoft Net and VC Runtimes are UpToDate. This now works. Hope this is of use to you all

now it works.
Select the Search icon on the taskbar, type powershell, right-click on Windows PowerShell, and then select Run as administrator.
In Windows PowerShell, type the following command and press Enter:
get-appxpackage Microsoft.GamingServices | remove-AppxPackage -allusers
In the same window, type the following command and press Enter:
start ms-windows-store://pdp/?productid=9MWPM2CQNLHN
