Game might softlock you when you get to the Fuel Generator room as there was a patch to fix a bug that this doesn't have which is exactly where i got stuck.

game keeps saying a vr runtime was not found or failed to initialize, how do i fix this

It needs an update to use with virtual desktop, that's not included in this download, or any other I could find, or it shows that message. If you're not running it through VD then i have no idea :(
