Played it, and it is not a city builder, it felt like Civ 6 striped away the diplomacy and military aspect, whilst only focusing on the adjacency bonus. No end-game objective but try to achieve the highest score (you may consider it as if you are playing civ 6 with no opponent but try to achieve the highest score on limited turns). Not a bad game, but highly repetitive.

The main limiting factor in the game is the amount of empty space on the map rather than anything else. By the late game, you will have expanded to cover basically every corner of the map. There's a bit of a rogue-like aspect to it, where sometimes you just get unlucky and don't draw the card you immediately need. However, this isn't a big deal, as you usually have more ways to earn enough points to draw another hand - the space is the main limiting factor. The part I don't like about the game is that it's a bit grindy because you need to replay the game many times to level up and unlock new abilities.

Here's what to do if the game is in Russian...

Open the game's folder > go to "steam_settings" > open "force_language.txt" and change "russian" to "english without the quotation marks. Save and boot up the game. That should do the trick.
