I recommend installing Steam if you don't have it. Keep in mind that the requirements ask for a minimum of Windows 10 version 21H1. It is also possible that the antivirus is blocking some files and processes. I recommend manually scanning the content.
By the way, the game worked perfectly for me. I modified the notepads for the following paths to change the language of the text: \Tactics Ogre Reborn\steam_settings\settings\language.txt

Actually FFTA looks like this one. This is a remake of the original Tactics Ogre: Let us Cling Together, which was released even before the original FFT.

Atlus did a better job with their remakes. Square Enix simply repacked the same old game + blurry effect and called it the day.
