Unless its VERY poorly optimized then I would say it would easily run on even a 20 YEAR old PC. But then I just tried to play "Sniper Ghost Warrior" on Very High settings at 4K & it wouldnt even run at over 45 FPS! So even an old or simple game can require very high specs as Sniper 3 is old now yet it runs WAY worse on my PC than the brand New COD Modern Warfare which runs at 60+ FPS with ALL on Ultra & at 4K which just goes to show how different a well optimized game will run & how TERRIBLE a poorly optimized game will run (Sniper Ghost Warrior 3) & my PC is at least decent (i9 9900K, 32gb ddr4, 1080Ti). So its pretty weird!
Yeah, you're probably right about the optimization. Also, resolution is in fact the biggest factor for overall performance, especially for graphically demanding games like online multiplayer FPS'es. Your build is more than enough, even though I personally would choose AMD CPU over Intel any day.
Honestly, almost all those requirements look absurd to me. A game with visible pixels should be able to handle 1080p 60 fps with at least an average dual-core CPU, a mid-range GPU from 2010, and minimum 1 GB RAM (assuming the machine has minimum 4GB, which was the standard by 2010). Don't get me wrong, I have nothing against visible pixels. I love Shovel Knight, and if I had time, I would play more recently released retro games. But don't try telling me I need relatively high hardware specs to run them.
