The only link I could get the game from successfully was the google drive link, but when I try to mount the .iso file, it says "The disc image file is corrupted." I've redownloaded the rar file several times now and while it unpacks properly, I keep getting the same issue when trying to mount the iso.
Use either DosBox w/ Windows 3.11 installed or use Virtualbox/VMWare with Windows 3.11 installed. Not Win 95/98/ME/XP. The date on the box tells you which OS to use. IE: anything prior to year 95 you use Win 3.11.
It probably supports Windows 98
