It's completely normal, recently Windows defender and browser have updated new features, they will scan if it contains virus or if it is pirated material. Their database now has updated hashes of popular cracked files like Goldberg, SKIDROW, RUNE, TENOKE,... In this case it found the cracked file, and it blocked the browser from downloading it.

No idea what you're doing wrong? I only use the Windows virus scanner. Mine allows it, no matter what I download or where.

It usually depends on what country he is in. AV/WD databases are often different for each region. Lately I've noticed that EU regions seem to be stricter with pirated download links.
