I do believe the artist is Milkychu. You can google their Pixiv. I don't know if this game use stolen artworks or not because I have never heard announce anything about it.
The other artist is kidmo, and they do have an official contract (according to the developers) for one of their previous games they noted: "[...] is a collaborative game through an official contract with illustrator KIDMO" I haven't found anything about milkychu, yet.
