It's on http://itch.io. I know it wasn't requested or donated, so he found the game files somewhere and added it.

Even better, I bought and paid for it. And it wasn't easy to obtain the means to do so.

It looks like it wants to be 8-bit Kid Chameleon. Not a bad target to aspire to. I wonder if they were successful.
