It works, but you have to block this Game.exe in your Firewall (Important)
Than is the "Update your Game" disappeared.

if the game says "update your game" go to data folder and delete “RuntimeInitializeOnLoads.json” file it'll work

block the Game.exe on your Firewall, this works 100%
but only Problem,
Talking with other NPCs are controlled and generated per AI,
and the AI need Internet-Access. so that talking does not work
