right click the game, properties, then shortcut, then where it says Target click there at the end iirc, and hit SPACE 1x. then -vr hit apply. thats it. sometimes space --vr will work. but usually just the one.
im using win 11 too, but here it is. use this ( -vr -Hmd=OculusHMD)instead . you can also go to FAQ and see where i was speaking to Rob Conner on this.

There seems to have been a miscommunication of information on Steam's part. I visited the Internet Archive's Wayback Machine and browsed through a saved web page capture of this game's Steam page as it was recorded two months ago on 06/26/24. As you can see from the linked page, during that period of time, there was no obvious Steam notification posted that indicated whether this game was "VR Only" or "Supports both standard and VR play" unlike what's on the current Steam page. Moreover, if you scroll down to this game's specs at that time, you can see that it includes a list of all of the VR headgear that is game supports. Given all of the available information at the time, I had concluded that this game supported "VR Only".
I try my best to present as accurate information as possible from sources like Steam, GOG or Epic Games where available. On rare occasions like this one where the information may be convoluted due to a lack of accurate information from the source and given that I may have to present information for many games (eg. 20+ or more at 10 games per page, depending upon how many games are uploaded that require such information) on a given day, I don't have the luxury of going through further investigations for each game to try to figure out what modes of gameplay a game may support and must rely on the whatever direct information is made available on any particular online, retailer.
