If your controllers do not work, you have to delete the folder called "OculusXRPlugin" located in the game's directory.

Just created account to comment because I got the same problem.
You shouldn't delete any .dll file (or any fille whatsoever) but as already said delete an folder. This folder is in UnitySubsystems.
At least that's what works for valve index controllers.
