IMHO, it would be nice if someone gathered "Portal 2" and all of the Portal 2 mods available on Steam, packed them all together into one archive and then posted it on P2P for those of us who do not have the Steam Client installed on their machine(s) or who would prefer to play the "Community-Made" offerings without Steam! It would also save valuable time from having to install each individual DLC as the list of offerings continues to grow!
Mate it even dropped to 6 bucks in March, June and July last year. December 21 till January 4, you could get it for 14 bucks. It literally hits 90% off during any big steam sale like summer, winter, autumn and fall.
