Because the devs want to "expand" on their base game like everything that was done EVER. Sure the devs could just finish EVERY EXPANSIONS and ALL DLCs immediately, but some of this DLCS might not "fit" the current look of the game and thus are set aside and only developed after the release of the game. And game releases will take YEARS to fully plan out every DLCs a game could have. DLCs can make a good game to a great one... as well as making it shit. A great example for DLCs making a good game into a great one is L4D2 the base game is okay... on its own it is a good game but with the expansions the game became a masterpiece and is beloved by gamers around the world, it wouldn't be as beloved without the game's expansion I'm sure. As well as TES V: Skyrim, for me the "RPG fantasy" side of the game was fully utilised when the DEVs release the Hearthfire DLC, like come on building and living on your own home you've built in a middle of a nowhere, who have taught of that in a non-MMO game? Don't get me wrong, we are here for the same reason... and I am sick that buying a $10 game to experience it partially, and that in order to fully experience it I need to add $30 for DLCs. But DLCs truly "add things" to the game or add garbage to it. Anyway they need the cash and we're not providing it so who is losing here? not us XD
Exactly how the other person said, what you need to pay is completely at the discretion of the developer since it's their work. And in this case it's actually quite the generous move, considering that normally you would pay upfront. Similar to mobile games, not like you haven't seen those before.
