Just to point out it is NOT an NSFW game. Very typical Chinese dev behavior of “looks NSFW, hint the player there may exist NSFW, but never has NSFW". Developing NSFW games will lead you to jail in no time without trial in the PRC if ppl report to the police. (Technically steam is banned in PRC, but VPN exist to hide virtual locations, however, you can't say the same with the dev's physical location )
Ironic that usually nsfw games never succeed in actually having remotely compelling gameplay. So we get whatever the hell these are, where you get neither a compelling game or nsfw game.
Technically speaking, if you are "one-man dev team". if you hide your identity, And never wire the money you made back to China (just spend abroad or live abroad). maybe you can get around. That's the reason there are quite alot of Chinese NSFW artist exist on patreon. But for creating a game, usually you need a group of people and accountant who need to file taxes (Otherwise, you can pay for social welfare to your employees), It is nearly impossible to hide what you're doing. On the other hand, you usually can trust Taiwanese dev team. If they make a game that looks like it has NSFW content in it, they usually actually do.
IDK, The CCP intentionally did not make clear to tell what is NSFW. There is no age rating system in China, so everything is arbitrary. It gave space for corruption. Sometimes A big firm like Tencent can pay protection money or have connections to 广电总局 (National Radio and Television Administration) And the game could be released whilst it contain some softcore ecchi, and if the same game was developed by small developer team they probably end up in jail. similar to Black Wukong, which in normal circumstance this game can never be allow to be released. But because Black Wukong was a united front project and have the backing of united front in the CCP as a "tell china story well" project, so normally you can't even show scull in the game, or the blood can only be blue/green color.
So the answer to your question is nobody knows. It depends how strong is your "connection" to the CCP.
Oh right, it's called a cash grab.
