FYI If you are having trouble like some people stuck on submitting score, Goldberg Steam Emu doesn't have that issue. Just make sure to create a folder called "steam_settings" next to the games .exe and make an "offline.txt" inside of it.
For everyone getting stuck on submitting score, just make a rule on your firewall preventing the N++ executable from connecting to the internet, it will give you an error and let you continue.
This "requires" OpenGL 3.3? Wow. I can play fancy 3D games including Crysis, but not this 2D game. I'm sick of today's lazy and spoiled game devs not even knowing what the word "optimization" means and just using frameworks to throw stuff together without bothering to modify them. 😒
to peps saying they are stuck on submitting score and they did the thing with steamemu ini: are you running the game thought the launcher.exe or directly the game exe? that ini won't do much if you aren't using the app that uses it in the first place
All games cracked with SmartSteamEmu ask for network access since the crack does - as the name is suggesting - just emulate Steam. However, you dont have to grant the permission.
i dont know how this one is set up but if it has a steam emulator you need to be sure to set offline to 1 so it doesnt try to upload the scores every time you beat a level and freeze your game
The current uploaded version doesn't have steamemu.ini or launcher.exe like specified in other comments

You have to open "SmartSteamEmu.ini" and search for "Offline" set it to 1 and "Onlinemode" and set it to 0
