Steam really should force the developer who publish game as "early access" to have a progress bar on the store page as for how far the game where the dev think it has finished. Some early access are merely 20% done like this one, where the player would normally expect 50% done or higher in the first place. I try game on this site and buy the ones I feel worth buying. Good I can try it out because not spending money on this one, it need at least 2 or more years before worth playing.
most of these 'early access' games never reach even beta status, they make some money, then move on making another game, usually cheap asset flip, and repeat for many years.
