Dunno if anyone else has this problem, and it'll probably get a fixed download here soon, but if you find your controller's joysticks and d-pad aren't getting read, delete the "steam settings" folder from the game directory, it instantly made my controller work fine!
Haven't downloaded the game myself yet, but what you're saying sounds a lot like your anti-virus (or Windows' real-time protection if you're on Windows) is false-flagging and auto-deleting your files. If so, temporarily disable it, install and white-list that folder. It's a pretty common issue with cracked games.
This one isn't as good as Shredder's Revenge, unfortunately. They didn't get the original voice actors for the cast, the music is just the same boring superhero instrumentals you've been hearing for the past 3 decades, the controls feel stiff - like you're beating the crap out of your controller trying to get your character to do what you want, and the art style is unappealing. Hell, it even looks like they just copied the animations from Marvel vs Capcom like this is some kind of OpenBoR fan game. Look at Wolverine's idle animation and tell me that's not the case. Am not trying to dissuade anyone from playing it, a new game is a new game after all. Just want you to know you're not the only one who smells that.
No to everything you said, this game is better than Shredder's Revenge in every way, and the controls are not stiff, are you sure the problem is not on your end?
Unfortunately a bad release. Controllers don't work on this. I tried the demo on Steam and my controller works fine on that, so I'm assuming it's something in this release that's buggy
Fixed it: For anyone else with this issue, go to your install folder, then to the subfolder steam_settings. There is another subfolder in there called "controller". Delete that, and your controller will work fine.

Tried that. Steam Input just made it worse. Without Steam Input, at least the face buttons were still being recognized; just movement wouldn't work. With Steam Input it doesn't even see that I'm using a controller
