LOL, you can't. You have to download additional files on steam to be able to play other language. So basically, you just have to buy the game.
One way to do it is you buy the game, you download all the files and you get refund, and you copy paste every other files besides the language pack into the steam version and you have the game cracked. But it is very likely the game is not encrypted at all.
