I mean, it is not a hentai game, just being able to dress up who seems young with various outfits (that I really do not find the dress being lewd, mostly cosplay clothes) should not be considered excessive. I mean, the game was even on Switch, on the FUCKING NINTENDO SWITCH, the least tolerant platform for hentai games.
I do not think Steam's action is justified. In this standard, most "Princess Maker alike" games should all be banned. Girls showing affection does not mean it has to be sexual, else Juliet is 13 when with Romeo, the society should ban the book as well.
It's not like you are the teacher and deceiving much younger students. You are a high schooler, and you fall in love with another high schooler. What's wrong with it?
I know one character seems extremely young, but she is not a date-able character. She is a side character. 2 of the 7 characters may seem a bit young, but definitely above loli age. More like where you are in high school, and some of the students may look a bit younger than others. The rest 4 of 7 characters are all classical high schoolers and definitely not loli, and the last one is a female teacher, who is 100% not loli. I don't think this game breaks any taboos.
But of course, what I think doesn't count, rather what others who wants to strike this game down counts.
Fr bro, there's far more spicier games on Steam, and H-genre as well. This is a casual dress-up Simulator with precious and preety decent quality. The banning may have been an ulterior excuse of sorts, only Steam knows why they do what they do. Personally if they're gonna ban this, then why not ban all intense gacha games with lusty Waifus and gooner-community focused ideas? Makes no sense.
If it's a recent call to have/not have it on Steam, they're probably still going through the issue of Visa/Mastercard debacle thanks to some angry Australian Level 9 Karen busybodies losing their minds over games that are rated for adults, saying "₮Ⱨł₦₭ Ø₣ ₮ⱧɆ ₵ⱧłⱠĐⱤɆ₦!" That's still a thing even though the talks about it have been drastically less. I come the EU, slamming their butts in the ring with their own censorship (which is considered illegal within the Digital Service Act and simply FREEDOM) which makes distribution harder for the company. Sprinkle in some meddling within the staffing of certain fan favorite games, coughSkullgirlscough, and even within the staffing of Steam in general, blocking/hiding such conversations of said topic, and it's kinda a given why they did what they did.
Gets worse when you don't even play the game; you're happily customizing the best girl ever for 20+ hours. "Oh yeah. I forgot this was an H-Game. Leave me be. I'm over here creating a 1-to-1 version of Makoto from Ghost in the Shell!"
This is not "garbage" as you say it, it's more of a traditional Japanese galgame but with less text, you could consider it modern-day "loveplus" (loveplus is a non-adult game that gets very high ratings). If your definition of garbage is "not having hentai content", then 99% of the games out there are garbage to you. I quite like this game if you've played games like LovePlus before.
Is this the latest version of the game after the last patch? Downloaded the old ver from cs.rin.ru and its full of crash. The dev already add a new patch to fix the crash on the GOG though.
