download both parts and extract both of them into a folder and the .exe will be there and if that doesn't work try using the launcher some games only require you do extract such as this one and others like larger games need you to do a setup :)
This game does actually work on oculus rift s if you seem to be having the problem that youre stuck in ground do ass followed to fix -enable compatibility mode windows 7 on the game -launch steam vr before launching the game by opening steam and clicking the vr button in right top corner Works like a charm for me with a rift s on windows 10
