The series, released in 2000s, is proof that if you understand what good game design is, you don't need unlimited time and resources to make them. The series is practically made by one guy (Jeff Vogel).
The first game, Geneforge 1 was remastered and released in 2021 as "Geneforge 1 Mutagen" and if you're new to the series, I strongly recommend you start there.
The better news is, this second game's remaster is also on its way to be released under the name, "Geneforge 2 Infestation" and based on Vogel's recent post on Kickstarter, it is almost finished. So, I assume we'll see it sometime in early 2024.
