You forgot to crack it. After installation, open the ISO file, copy everything in the "Crack" folder, paste (overwrite) them to where you installed the game, enjoy ;')
I usually use the zhang jiao map one the yellow turban rebellion iirc slap on easy mode get the officer to ~lvl 5 lvl 6 then replay with increased difficulty, I found this method quite the handy one for leveling up officers
