That's the minimal age for arranged betrothals (before exchanging rings) to be binding. For the exchange of rings and consummation, physical maturity and the mental development to give consent are required.
Basically, it was just the minimal age for giving off the girl for the groom's family to raise.

Perhaps sometime in the future a few fans of this game who live outside [Or maybe even inside] of Japan, can start with an English Interface translation (Easiest and least expensive). If a fan base further develops and increases among the English speaking Japanese expatriates, "Natural born citizens of a country outside of Japan who are of Japanese descent (heritage)" and/or students of the Japanese language (Can be anyone regardless of race, ethnicity, color, creed, ... etc), perhaps English Subtitles can be added by fans of this game (Most difficult and most expensive).
