You could download the Locale Emulator from https://pooi.moe/Locale-Emulator/ install the Locale Emulator, right click on that txt file AFTER you've installed Locale Emulator, then on that right click on the txt file hover over ''Locale Emulator'', click on ''Run in Japanese''. Then you can copy and paste the .txt file in to Google Translate. Google Translate does a pretty decent job on translating them properly.
