unarc.exe is what the installer uses to extract the .bin
you need to temporarily disable virus protection before extracting the download
(in my case, win.defender quarantined the installer, and oddly igg's .url 🤨)
run simplex.exe to install
(may want to change folder to c:\games to avoid write permission probs)
when that's done there's no issue running the game with antivirus enabled
incidentally, a fraction of a millisecond is an imperceptible duration, but a cute description nonetheless 😜
