start the game in chinese( run as administarator )then start the game then close it copy the files inside the chinese folder to the english folder except the data then start the game in english ( run as administrator) i hope this could help.

Damn! That sucks. Did you find a solution? I was thinking about downloading this, but I'm all to familiar with games not being functional.
