This is weird but I only extracted Part 1's ISO and it had a setup.exe so I did all that, it installed the game, and it turns on (I haven't tried the VR shortcuts created on my desktop yet but it definitely did load up on my desktop without the need for Part 2, Idk if I should install part 2 or not lol.
