In .ini, language is already english. From settings, cannot change because it says, " the selected language cannot be enabled until the voice pack is downloaded in your game client. Please download the voice pack first to use this language".
Off Windows Defender/Antivirus and Open Windows Security > Virus & threat protection > Manage settings > Scroll to Exclusions > Add or remove exclusions > Add an exclusion > Select Folder > Choose your game’s folder. Download From Direct Download Button in Exclusion Folder Then Extract It
Change it to English Apply / restart the game if needed
