after download the game should i add version 13 then 14
or add 10 then 11 then 12 then 13 then 14
cause you said the game until version 9

You have to add the DLCs in order, like 10 11 then 12 then 13 and so on, and you have to crack the game each time from the DLC folder that you are updating.
