Starlink was supposed to be launched in Ghana in 2023. Why do we delay in adopting new technologies that are economical?

Actually the cost listed is not true because the current equipment price in Nigeria, Ghana’s Weet African neighbor is about $230 and a monthly subscription fee of $28 or so. Why will Starlink charge Nigerians $230 and charge Ghanaians $599, which by the way is US price with monthly of $99, not the quoted $120. When it first came to Nigeria, the equipment price was less than $500 and it got reduced a few times. So too was the monthly subscription fees too
