I would prefer that there be some corruption to becoming a slave of the state. In a society that transitions to cashless, first the banks control the people by controlling the money, and next the government will take over the banks, thus owning the the banks - and the people. Anything that a person wants to buy will have to be approved by the government and since the people will have become slaves, they can be bought and sold very easily. What a great way of going from a 43 on the corruption index to ZERO or total corruption! All it takes is the implementation of digital identification for everyone in the country, then a social scoring system, and then a Central Bank Digital currency (CBDC). Every transaction must go through the system, and the programmers will be told who can and cannot buy what. Attempts to evade or avoid the system will be severely punished. No cash, barter or transaction in any form of currency other than the government currency will be allowed. Make laws that prohibit such horrible policies. Punish those who try it. Then you can work on doing a better job cleaning up corruption. You have been warned.
