The creditors who we go for loans are using it for medicinal and other purposes. The illegality aspect of buying & selling to smoke must still be enforced. However, the promotion is on its industrial use by the nation and for export. Cocoa, mineral resources, timber, non- traditional exports and Crude-oil have failed due to mismanagement and corruption.
